Taxi service in Montenegro: A Complete Guide for Tourists – Phones, Apps, Airports & Useful Tips
Montenegro is a country best explored by car. However, renting a car is not always the best option. For example, if you're visiting for just a few days and don't plan on taking long trips. Perhaps your goal is to relax by the sea, stroll along the promenade or explore the Old Town of Budva or Kotor, enjoy nature, or unwind by one of the peaceful lakes in the north of the country.
In these cases, using a taxi or hiring a private driver can be an excellent alternative, depending on the size of your group and your travel plans.

It is worth noting that taxi services in Montenegro are generally provided using standard passenger cars with seating for up to five people (including the driver). Vehicles with a larger capacity are usually operated under a "limo service" license, so transportation for groups of more than four passengers may cost more.
Of course, if your group consists of more than four people, you can always book two taxis.
Many transportation companies offer both standard taxi services and licensed minivan transportation under a "limo service" license.

Don't be surprised if, when booking a vehicle operating under a "limo service" license (a private driver rather than a taxi), you are asked to provide the names of all passengers. This is not simply a company policy - it is a legal requirement in Montenegro. For these services, the transportation company must prepare a passenger transportation contract that includes the details of all passengers.
It is also common for companies operating under a "limo service" license to use standard five-seat passenger cars in their fleet. Their license allows them to provide passenger transportation using Category B vehicles regardless of the number of seats, provided the vehicle meets all legal and licensing requirements.
It is also important to know that each airport in Montenegro has agreements with specific taxi companies registered in the corresponding municipality. As a result, only those officially contracted taxi companies are permitted to operate from the airport taxi ranks.
This restriction does not apply to transportation companies operating under a "limo service" license, as these services are provided by advance reservation.
